Addition of an online help feature

InfraSHelpDesk  is an external Dolibarr module that displays targeted information from the InfraS wiki on every page:

• Floating context button: displayed on all pages (movable, position remembered per browser); clicking it opens a panel showing the wiki documentation for the current page and the list of external modules that interact with it; in developer mode, the panel also shows the page path, its hook contexts, and the hook functions it uses
• Button visibility: administrators, users holding the permission, or all logged-in users if `INFRASHELPDESK_BUTTON_FOR_ALL_USERS` is enabled,
• Clicking a URL in the panel opens a popup showing the corresponding wiki page,
• Direct links to the selected item, whatever it may be
